Who Are We?
Public Lands Advocacy's (PLAŽ) mission is to continue the public land access advocacy work begun by the Rocky Mountain Oil and Gas Association's (RMOGA) Public Lands/Exploration and Production (PLE&P) Committee. The Executive Director of PLA is Claire Moseley, former PL/E&P Director of RMOGA, who has over 20 years experience working on federal land issues.

PLA's goals include:

  • Cost-effective, proactive advocacy on federal lands issues that threaten increased costs, uncertainty and project delays for lessees, producers, and geophysical operators;
  • Leadership in promoting legislative and regulatory policies based upon reasonable oil and gas access and environmental policies and incentives that foster greater stability for the domestic petroleum industry;
  • Expert NEPA and land use planning assistance for PLA members;
  • Better coordination among trade associations to increase lobbying effectiveness and reduce costs for PLA affiliated trade associations and their members; and
  • Efforts to increase public support for oil and gas exploration and development on public lands.

PLA is comprised of major and independent producers, professional corporations, and industry trade and professional associations. Members have formed a Steering Committee and an Issues Group. Members can serve on the PLA steering committee or on the smaller issue-driven workgroup that interfaces with regulatory agencies. Participation on the workgroup is welcomed to facilitate development of reasonable land use policies and positions for PLA's advocacy use. Members also benefit from PLA's assistance with site-specific NEPA analyses and can participate in PLA-sponsored meetings with congressional representatives, high-level federal officials and other policy makers.

Members have unlimited access to PLA's Internet website, which provides information about the federal oil and gas program and specific issues affecting industry, including proposed regulations, legislation, development of position papers, communication between PLA members and staff, and development of PLA comments on newly proposed federal rules.
